Forensic analyses are carried out by a qualified analyst either instructed by a public authority or instructed independently.

When a computer/laptop or mobile phone are examined as part of a case then a public authority might instruct their own Forensic Analyst, or if the public authority do not have an internal Forensic Analyst then they will instruct an external Forensic Company.

The other party in the case can also instruct their own Forensic Analyst, either to challenge their opposing parties' Analyst or to initiate the analysis process. For example, if the party that has started a case does not intend to involve a forensic analyst, the responding party can still do so.
